
President Paul Kagame has appointed Dr. Justin Nsengiyumva as the new Prime Minister of Rwanda, effective July 23, 2025. Dr. Nsengiyumva replaces Dr. Édouard Ngirente, who held the position since 2017.
Dr. Nsengiyumva brings extensive experience to his new role. Before this appointment, he served as the Vice-Governor of the National Bank of Rwanda, a position he assumed on February 25, 2025. His career in public service includes serving as Permanent Secretary in the Ministry of Education until 2008. He also held the role of Minister of State in the Ministry of Trade and Industry.
Dr. Nsengiyumva earned a PhD from the University of Leicester. His appointment marks a significant change in Rwanda’s leadership. Dr. Nsengiyumva is the seventh Prime Minister to serve Rwanda since the 1994 genocide, underscoring the nation’s ongoing path of rebuilding and development.
